Breakout Parity

A testable control architecture for post-deterrence stability. The framework controls material, reconstitution pathways, incentives, response time, alliance confidence, and domestic continuity because technical knowledge cannot be destroyed.

V11 runnable institutional demonstrator

The control law now exists as a role-separated synthetic workflow. Seven bounded seats process a persistent threat registry through evidence, managed access, technical findings, rollback, reversible response, independent review, restoration, N-1 failure, and adverse-bound recertification. Actions attempted from the wrong seat are rejected and preserved in the receipt.

The retained paths pass qualified-entry and N-1 cases, reveal and hold on a preexisting hidden network, and hold at portfolio saturation. These are internal synthetic results. They do not establish real institutional timing, authority, sensing, data access, or political reliability.

V10 operational finding

The architecture is conditionally sufficient inside a qualified operating envelope. It can manage rolling heterogeneous covered threats, decoys, open-world arrivals, sensor disruption, N-1 institutional failure, recurrence, and restoration behavior after a trustworthy entry baseline has been established.

The claim is conditional. One hidden programme or network outside the baseline can defeat the transition. A transformative capability path can also compress the coercive-advantage clock beyond the maximum qualified sensing, custody, interpretation, response, and reinforcement envelope.

These are model acceptance thresholds, not empirical estimates of current institutions or forecasts of named states. A failed gate stops further reductions and activates hold-and-reinforce procedures.

Failure boundary

Coordination cannot recover a clock that began outside the system. In retained V10 tests, one preexisting hidden network programme produced breach risk near forty-five to fifty-three percent. Under severe portfolio load, the stronger operating gate failed at thirty covered threats plus thirty-eight decoys even though the older laboratory gate still passed. The architecture therefore requires qualified entry, adverse-bound recertification, and an expiring capacity certificate.

V10 adds two further requirements: the clocks must begin inside a trustworthy baseline, and critical portfolio demand must remain within verified N-1 response capacity.

Four operating systems and one constitutional bargain

1. Decision and notification

Protect decision time, crisis channels, launch and exercise notification, authorization integrity, command-system restraint, and material security.

2. Compliance dividend and rollback

Make compliance materially superior through energy services, finance, conventional protection, scientific access, and a survivable route to disclose and cure violations.

3. Verification, response, restoration

Separate evidence-based findings from political consequences, begin with reversible measures, and specify objective restoration after cure.

4. Conversion and continuity

Commit successor missions and transition finance before reductions concentrate losses in the institutions capable of rebuilding the arsenal.

5. Constitutional bargain

Admit military inventories and production estates into declarations, no-growth limits, verification, dismantlement, monitored custody, managed latency, and withdrawal-surviving obligations.

The simulations and tabletop scenarios are assumption-driven mechanism experiments. The strongest modeled controls may exceed current technical, legal, financial, or political capability. Where they do, the gate remains closed.
