# Literature Status Amendment 1

## Controlling status

This amendment applies prospectively to the public Breakout Parity concept-prior published on 26 July 2026. It does not alter the fact that the exact twelve-claim formulation, control architecture, and falsification surface were publicly recorded on that date. It corrects the epistemic status assigned to the component ideas.

The original capsule was produced from a targeted institutional-capability and current-policy review, combined with independent systems synthesis and simulation. It was not preceded by a field-wide review of books, journal literature, case histories, schools of thought, or citation networks. The public record therefore establishes the date and content of this formulation. It does not establish priority over the underlying problems, mechanisms, or policy instruments.

## Revised classification

Strong prior art exists for nuclear reconstitution after abolition, post-zero instability, nuclear latency and hedging, fissile-material control, verification of absence and dismantlement, alliance assurance, organizational failure, compliance and enforcement, domestic conversion, and the political causes of proliferation and restraint.

The framework's candidate contribution is consequently narrower. It may lie in the integration of those established problem families into:

1. a control condition measured against time to coercive advantage rather than only time to material or weapon acquisition;
2. a constrained portfolio model for concurrent, recurrent, deceptive, and capacity-saturating threats;
3. an executable restoration rail paired with each reversible consequence;
4. gate-controlled sequencing that withholds deep reductions until security substitution, verification, response, and domestic conversion have survived adversarial qualification;
5. a functional retirement test that asks whether any unique service of mutual assured destruction remains unfilled.

These are hypotheses under review. This amendment does not claim that any is novel until exact-phrase, synonymous-concept, backward-citation, forward-citation, and contrary-school searches reach provisional saturation.

## Review-derived extension requirements

The fan-out produced six requirements that were not stable claims in the original twelve-claim capsule. They receive `XR` identifiers so the historical claim set is not silently rewritten.

## Outreach disposition

The prepared institutional correspondence remains unsent. External transmission should resume only after the public source genealogy, contradiction register, and model-revision queue are attached to the recipient-facing claim set. The first institutional request should ask reviewers to identify missed antecedents, contrary evidence, authority errors, and inadmissible tests. It should not ask them to validate originality.

## Evidence boundary

The V7 corpus is a structured first-pass seed review containing eighteen literature lanes, 108 anchor sources, twenty-four coded contradictions, and eighteen model revisions. It is not saturated. Forty-one entries remain bibliographic seeds pending lawful full-text acquisition and coding. Every lane still requires backward and forward citation chaining, a contrary-school search, and a final saturation audit.

## Control question

After the strongest antecedents and objections are incorporated, which part of the framework still changes an operational decision, assigns a previously unowned interface, or supplies a test that existing architectures do not?
