A zero-network tabletop for testing whether bounded institutions can preserve a conservative margin to coercive advantage under rolling threats, decoys, disputed evidence, restoration obligations, and N-1 failure. It contains no weapon-design detail and represents no real state.

Protocol boundary

Fail-closed rule. A hidden strategic holdout, negative adverse margin, failed N-1 capacity, restoration below threshold, certified saturation, or recorded authority violation forces a HOLD. The demonstrator never converts a technical finding directly into military force.

This synthetic exercise separates evidence collection, managed access, technical findings, services and rollback, consequences and assurance, and independent review. A role may not perform another role’s action. The facilitator can advance, hold, reinforce, and recertify, but cannot rewrite a technical finding.
